I. General Definitions and Rules
Deal – the distribution of playing cards to the players and the dealer.
Pit boss – the person responsible for overseeing the operation of the game.
Dealer – the person responsible for the operation of the game.
Shuffler – the device used for dealing cards.
II. Definitions and Rules of Baccarat
1. Definitions and Specifications
1.1 Definitions
Baccarat – the number of points in the Player's or Banker's hand is zero.
Banker's hand – the hand dealt in the section designated for the Banker's hand.
Player's hand – the hand dealt in the section designated for the Player's hand.
Natural – a hand with 8 or 9 points, originally 2 cards.
Tie – when both the player and the banker have the same number of points.
Number of Points
"The point count" of the hand must be a number between 0 and 9, inclusive, and is determined by summing the values of the cards in the hand. If the total number of points in the hand is a two-digit number, the left digit is ignored as it doesn't matter, and the right digit represents the point count of the hand.
1.2 Physical Characteristics of the Baccarat Table(s)
1.2.1 Baccarat is played on a standard round table measuring 1450×800 mm with three betting spots for Player, Tie, and Banker.
1.2.2 The baccarat table must have a discard rack. The tables are not equipped with a "viewing restriction" device. Card scanners may be used as an alternative to the "viewing restriction" devices.
If there is more than one baccarat table in use, they must have an identification number assigned by the casino on the table surface or an accessory.
1.2.3 Shuffle Machine and "Shoe"
The shuffle machine must be designed and manufactured in a way that ensures the fairness of the game.
1.3 Cards
1.3.1 Baccarat is played with eight decks, each containing 52 cards without jokers, with backs of the same color and design, and two cutting cards; one is placed at the end of all decks, and the other cuts seven cards from the end of the stack. The dealing must be done using a shuffle machine designed for this purpose.
1.3.2 The "value" of cards in each deck is as follows:
- Any card from 2 to 9 has its corresponding face value.
- Any ten, jack, queen, or king has a value of zero.
- Any ace has a value of one. Examples of this rule are as follows:
a: A hand consisting of an Ace, 2, and 4 has 7 points.
b: A hand consisting of an Ace, 2, and 9 has a total of 12 points, but only 2 points, as the digit 1 in the number 12 is discarded.

2. Bets
2.1 General Rules
2.1.1 The player's bet will be placed in the appropriate area of the Baccarat table on the player's screen. A maximum of three bets can be placed on any betting area, including Player, Banker, and Tie.
2.1.2 Bet on "Banker's Hand". Depending on the number of points you:
- Win if the "Banker's Hand" has more points than the "Player's Hand".
- Lose if the "Banker's Hand" has fewer points than the "Player's Hand".
- Neither win nor lose if the "Banker's Hand" and the "Player's Hand" have the same number of points.
2.1.3 Bet on "Player's Hand". Depending on the number of points you:
- Win if the "Player's Hand" has more points than the "Banker's Hand";
- Lose if the "Player's Hand" has fewer points than the "Banker's Hand";
- Neither win nor lose if the "Banker's Hand" and the "Player's Hand" have the same number of points.
2.1.4 Bet on "Tie". Depending on the number of points you:
- Win if the number of points in the "Banker's Hand" and the "Player's Hand" are equal.
- Lose if the number of points is not equal.
2.1.5 After a tie, all other bets are automatically returned.
2.1.6 No bet can be accepted by the system, increased, or canceled after the timer emits a sound indicating that the time for placing bets has expired. At this point, the dealer announcing the game must declare "No more bets". "No more bets" must be announced before the first card is drawn from the "shoe".
2.1.7 After the last card is scanned and the dealer announces the result of the round, all bets on the table are automatically concluded. All losing bets are collected, and winning bets are paid out.
- The minimum and maximum allowed bet are displayed on the game screen.
- Each player is responsible for placing their bet(s) correctly.
- A bet may be rejected by the system before the cards are dealt if the bet was not placed in time, does not meet the minimum or maximum betting requirements, or if the game server cannot be reached when a request is made.
2.2 Bet Payouts
Payouts are made as follows:
- A winning bet placed on the "Player's hand" is paid at a 1:1 ratio.
- A winning bet placed on the "Banker's hand" is paid at a 1:1 ratio, minus a 5% "Commission" on the winnings.
- The commission is automatically deducted from the player at the time of the payout.
- A winning "Tie bet" is paid at an 8:1 ratio.
3. Working with Cards and Handling Them
3.1 Card Inspection and Dealing
3.1.1 After receiving the cards at the table, the dealer must sort and inspect them.
The dealer must ensure that the decks are complete and that the cards are undamaged, unscratched, and unmarked in any way.
3.1.2 The dealer and pit boss must lay out the cards face up to ensure all cards are in place. The backs of the cards will be checked for any markings that may indicate the card's rank. The cards will also be inspected for any damage. The casino's surveillance system must record this process.
3.1.3 If, after the inspection, the dealer or pit boss finds that any cards are damaged or do not meet the requirements, the pit boss will replace them. Defective decks will be marked and returned to the card storage.
3.1.4 Whenever cards have been removed from the gaming surface of a Baccarat table and later returned to any table for play, the dealer must recheck and display the cards as described above.
3.2 Shuffling and Reshuffling
3.2.1 After the visual inspection, the cards must be turned face down on the table and stacked into two equal piles, then thoroughly shuffled using the "washing" or "chemmy shuffle" technique, and then re-stacked into two equal piles and shuffled again using the "riffle" shuffle to form one deck.
3.2.2 After each pile of cards is dealt, the dealer must reshuffle them to ensure they are randomly shuffled. The reshuffling of cards must occur after the deal during which the cutting card was reached.
3.2.3 At the casino's discretion, the dealer may reshuffle the cards after any deal is completed.
3.3 Cutting the Cards
3.3.1 After the cards are shuffled, the dealer must stack the cards with the back facing them and cut the deck themselves.
3.3.2 The dealer must cut the deck by placing the cutting card into the pile.
3.3.3 After the cutting card is inserted, the dealer must take all the cards before it and place them at the end of the pile, then they must remove seven cards.
3.3.4 The cutting card must be placed seven cards from the end of the stack.
3.3.5 The stack of cards should then be placed into the “shoe” to begin the game.
3.4 Dealing the Cards
3.4.1 The dealer must deal the cards to the appropriate areas of the layout directly in front of them.
3.4.2 Once the betting time has expired, the dealer will announce "NO MORE BETS," and the timer will start flashing red.
3.4.3 Two hands are dealt face up. The first and third cards represent the player's hand. The second and fourth cards represent the banker's hand.
3.4.4 If the player's hand is eligible for a third card according to Baccarat rules, the dealer takes a card for the player's hand and places it perpendicular to the previous cards of the player.
3.4.5 If the banker's hand is eligible for a third card according to Baccarat rules, the dealer takes a card for the banker's hand and places it on top and perpendicular to the previous cards of the banker.
3.5 The Game
3.5.1 After the first four cards are dealt:
- If the player or banker has a "natural" 8 or 9, both automatically stand, with no exceptions.
- If the player's total is 6 or 7, the player stands.
- If the player stands, the banker draws with a total of 5 or less.
- If the player's total is 5 or less, the player automatically draws a third card.
- If the player draws a third card, the banker draws a third card according to the following rules:
- Banker's hand is 0, 1, or 2:
- The banker always draws a third card.
- If the banker's hand is 3 points: the banker draws if the player's third card is 1, 2, 3, 4, 5, 6, 7, 9, or 0 (not 8).
- If the banker's hand is 4: the banker draws if the player’s third card is 2, 3, 4, 5, 6, or 7.
- If the banker's hand is 5: the banker draws if the player’s third card is 4, 5, 6, or 7.
- If the banker's hand is 6: the banker draws if the player’s third card is 6 or 7.
- If the banker's hand is 7: the banker stands.
3.5.2 The value of hands will be ranked as follows:
- Nine points
- Eight points
- Seven points
- And so on, down to baccarat count.
3.5.3 The dealer announces the winner, and the results are displayed simultaneously on the player's side.
3.5.4 When the cut card appears during the game, it is removed and placed to the right of the dealer next to the card holder in a visible spot for the player. The dealer announcing the game must declare "The last hand before shuffling." After this hand, no more cards are dealt until the shuffle takes place.
3.6 End of Game
3.6.1 When the game is over, the dealer clears the table by collecting the cards.
This is done from right to left, one by one, placing them on top of each other to be able to put them back on the table in the correct order in case of a question or dispute.
3.6.2 Each dealer must take the cards sequentially in only one direction during any shift.
3.6.3 After the cards are collected, the dealer places them in the discard rack.
4. Prohibited Actions
4.1 Neither the casino nor any other person is allowed to remove, add, or alter any cards, except as provided by the rules, and no dealer or other casino employee is allowed to permit anyone to engage in such activities.
4.2 The dealer will not look at or show the face of a card to anyone before it is dealt.
4.3 Neither the dealer nor the pit boss should advise a player on the strategy of the game or recommend the correct play for a hand until the player has already placed a bet on the outcome of the hand.
III. Definitions and Rules of Blackjack
1. Definitions and Specifications
1.1 Definitions
1.2 Physical Characteristics of Blackjack Tables
1.2.1 Blackjack is played on a standard round table measuring 1450×800 mm, with seating for no more than seven players on one side and a place for the dealer on the other.
1.2.2 The blackjack table must have a discard rack. Tables are not equipped with a "viewing restriction" device. Card scanners can be used as an alternative to "viewing restriction" devices.
If more than one blackjack table is used in the game, each table must have an identification number, name, or code assigned by the casino on the table surface or in the gaming user interface.
1.2.3 The following notifications must be placed either on the table layout or on table signs, which should be clearly visible to every player at the table:
- "One of these notifications in this form: "The dealer must hit to 16 and stand on 17."
- "Blackjack pays 3 to 2" (replace with higher odds as applicable); and "Insurance pays 2 to 1" (replace with higher odds and limits on insurance as applicable).
1.3 The Game Rules Must Specify:
- The minimum and maximum bet limits at the table, and, if applicable, the minimum and maximum bet limits for special circumstances.
- If applicable, any restrictions on doubling the bet.
- If applicable, any restrictions on splitting aces or the number of cards that can be taken for splitting aces.
- If applicable, any special payout schedule or payout odds.
1.4 Shuffle Machine and "Shoe"
The shuffle machine must be designed and constructed in such a way as to maintain the integrity of the game. Shuffle machines and discard racks must be checked at the beginning of each gaming day before cards are placed in them to ensure that the "shoe" or other devices are not damaged, are functioning properly, and have not been compromised in any way that could affect the integrity of the game.
1.5 Cards
The values of the cards in the deck are as follows:
- The card from 2 to 10 has its face value;
- Jack, Queen, or King are valued at 10;
- Ace can be valued at 1 or 11, unless the value of 11 would cause the player or dealer to exceed 21 points — in this case, it is worth 1.
- A standard blackjack deck must contain 52 cards of four suits (hearts, diamonds, clubs, and spades), each consisting of cards numbered 2 through 10, as well as Jack, Queen, King, and Ace.
2. Bets
2.1 General Rules
2.1.1 Before the first card is dealt for a round of the game, the player must place a bet.
Bets must be paid as winning if one of the following events occurs:
- The sum of the player's card values is 21 or less, and the sum of the dealer's card values is greater than 21;
- The sum of the player's card values exceeds the sum of the dealer's card values, and neither the player's nor the dealer's card values exceed 21;
- The player has a blackjack, and the dealer does not.
- Bets will be lost whenever the player does not have a winning hand, except when the value of the player's hand equals the value of the dealer's hand. The dealer collects all losing bets, except in cases of violations.
2.1.2 Except in the cases of splitting pairs, doubling the bet, or making an insurance bet, no bet may be increased, decreased, or withdrawn after the first card of the round is dealt. All bets in blackjack must be made in accordance with the game setup and based on the available funds of the player.
2.1.3 No bets may be accepted by the system, increased, or canceled after the system's timer, indicating that the betting time has expired, has run out. At this point, the dealer announces "No more bets." "No more bets" must be announced before the first card is drawn from the shoe.
2.1.4 After the last card is revealed and the dealer announces the results of the round, the system automatically processes the table bets: collecting all losing bets and paying out all winning bets.
- The minimum and maximum allowed bet is displayed on the game screen.
- Players are responsible for correctly placing their bet(s).
- A bet may be rejected by the system before the cards are dealt if the bet is not placed on time, does not meet the minimum or maximum betting requirements, or if the game server cannot be contacted when the request is made.
2.1.5 A system malfunction will result in the cancellation of all payouts or draws.
2.2 Push and Exceptions
A bet is canceled and returned to the player when the value of the player's cards equals the value of the dealer's cards, or when both the dealer and the player have a blackjack. The player's bet is lost if the dealer has a blackjack and the player's card total equals 21, but not a blackjack. The player's bet is lost when the total value of the player's and dealer's cards exceeds 21.
2.3 Payout of Bets
- Winning bets will be paid out at a rate of at least one to one, except for blackjack, which will be paid out at a rate of at least three to two.
- When the totals of the dealer's and player's hands are equal, it is called a "Push"; neither wins nor loses.
- If the total points on the player's hand exceed 21, they lose and forfeit their bet.
2.4 Bet Processing
Once the insurance bet, double down bet, or split bet has been confirmed by the software, no player is allowed to process, remove, or change their bets until the player's hand is determined.
2.5 Insurance
2.5.1 If the first card dealt to the dealer is an ace, the player may place an insurance bet, which will win if the dealer's face-down card is a king, queen, jack, or ten. The player will lose the insurance bet if the dealer's face-down card is an ace, two, three, four, five, six, seven, eight, or nine. The insurance bet is made by placing a wager equal to half the amount of the player's original bet. The player can accept or decline insurance by pressing the corresponding button.
2.5.2 Insurance bets must be placed immediately after the second card is dealt to each player, after the dealer's card is revealed, and before any additional cards are dealt to the dealer beyond the second card.
2.5.3 All winning insurance bets must be paid at a rate of two to one. All losing insurance bets are collected immediately after the dealer checks the face-down card for blackjack.
2.6 Doubling the Bet
The casino may allow the player to double the bet on the player's hand, meaning to make an additional bet equal to the original bet, on the first two cards dealt to the player. Only one additional card should be dealt to the hand on which the player has decided to double the bet.
2.7 Splitting Pairs
If the first two cards dealt to the player have the same value, the player may split the hand into two separate hands, placing a bet on the second hand equal to the player's original bet. If the player splits the pairs, the dealer must deal both second cards to each hand. After the additional card is dealt to the split pair, the player must stand or take a push. The player cannot split pairs, including aces, more than once. At the casino's discretion, if the player splits aces, only one card may be dealt to each ace. In the case of splitting aces, when the player receives a second card worth 10, it will count as 21, not Blackjack.
3. Working with Cards and Manipulating Them
3.1 Checking and Dealing Cards
After receiving the cards at the table, the dealer must sort and inspect them. The dealer must ensure that the decks are complete and that the cards are not damaged, scratched, or marked in any way.
The pit boss must lay the cards face up on the table in stacks according to suit and in a sequence that allows each card to be identified. The casino's video surveillance system must capture this process.
The dealer must inspect, demonstrate, shuffle, and place the cards into the "shoe" at the blackjack table, where the cards will be dealt from.
Any time cards have been removed from the blackjack game table surface and subsequently returned to any table for play, the dealer must recheck and present the cards in the manner described above.
3.2 Shuffling and Re-shuffling
After presenting and inspecting the cards, the dealer must flip the cards face down on the table, thoroughly shuffle them using the "washing" or similar technique, re-shuffle them, and then stack them.
After dealing each stack of cards, the dealer must shuffle the cards so they are randomly mixed. The shuffling should occur after the deal in which the dividing card has been reached.
At the casino's discretion, the dealer may re-shuffle the cards after any round of dealing.
3.3 Cutting the Cards
After the cards have been shuffled, the dealer must personally cut the cards.
- The dividing card should be placed 4 decks from the back of the “shoe” in blackjack games.
- Once the dividing card is inserted, the dealer must take all the cards before the dividing card and place them at the end of the stack.
3.4 Order of Dealing Cards
Cards are dealt from the dealer's "shoe," which is specially designed for this purpose and located to the left of the dealer. The dealer should remove cards from the deck and then place them in the appropriate area of the layout. At the start of the game round, the dealer should deal cards in the following order, starting with the first player to the left of the dealer and continuing clockwise around the table:
- One card face up to each player who placed a bet;
- One card face up to the dealer;
- Second card face up to each player who placed a bet;
- Second card face down to the dealer.
3.5 Game
- After each player and the dealer have been dealt two cards, each player will be offered the option to double the bet, split pairs, stand, hit, or make an insurance bet.
- The player must indicate their intention by selecting the appropriate action using the software controls in the player's computer interface within the allotted time period.
- The dealer must wait for the software signal of the player's intention before dealing additional cards to the player or moving to the next player, except when the player's total points are exactly twenty-one or exceed twenty-one, in which case the software will signal the dealer to move to the next position. If the player does not respond and the time allotted to the player by the casino has expired, the software will signal the dealer to move to the next player without any action on the previous player's hand.
3.6 End of the Game
At the end of the game round, all cards on the table must be collected by the dealer from right to left, one on top of the other, so they can be easily arranged in front of the players in case of a question or dispute. Each dealer must consistently collect the cards in only one direction during any shift. The dealer must first collect their own cards and use them to gather the players' cards, adding them to the stack in their hand in the opposite direction of the original dealing order, or right to left, so that the dealer's cards are placed at the bottom of the discard rack when placed in the discard tray. After collection, all player cards and dealer cards must be placed in the discard tray.
3.7 Dealer's Hole Card
The dealer cannot look at or reveal the face of the dealer's hole card until all cards requested by the players have been dealt to them, unless the dealer's face-up card is an Ace. If the dealer's face-up card is an Ace, the software will prompt players to choose insurance. After the chosen time for the operation expires, the software will signal the dealer to check if the hole card creates a Blackjack.
4. Prohibited Actions
4.1 Neither the casino nor any other parties are allowed to remove, add, or alter any cards except as provided in these rules, and no dealer or other casino employee should allow anyone to engage in such activities.
4.2 The dealer must not look at or reveal the face of a card before it is dealt.
4.3 Neither the dealer nor the pit boss should advise a player on the strategy of the game or recommend the correct play for a hand until the player has placed a bet on the outcome of that hand.
4.4 Taking Additional Cards by Players and Dealers
- A player may take additional cards if the total points of the player's hand are less than 21. A player with a blackjack or a total of 21 points cannot be offered additional cards by the software.
- The dealer must take additional cards according to the software's signal until the dealer has a hard or soft total of 17, 18, 19, 20, or 21.
- The dealer cannot take additional cards, regardless of the point count, if decisions have been made for all players' hands and the dealer's hand points will not affect the outcome.
Definitions and Rules of Roulette
1. Definitions and Specifications
1.1 Definitions
Bet on "Black" — a bet on numbers that are black.
Column bet — a bet on all twelve (12) numbers in one (1) column.
Corner bet — a bet on four (4) numbers forming a corner. Or on the following four numbers:
- Zero (0)
- One (1)
- Two (2)
- Three (3)
Bet on a dozen — a bet on any of the following:
- Numbers from one (1) to twelve (12)
- Numbers from thirteen (13) to twenty-four (24)
- Numbers from twenty-five (25) to thirty-six (36)
- Eighteen
Bet on a number — a bet on one (1) of the following:
- Numbers from one (1) to eighteen (18)
- Numbers from nineteen (19) to thirty-six (36)
Bet on even — a bet on even numbers on the roulette wheel
Inside bet — a bet within the field of thirty-seven (37) numbers corresponding to the numbers on the roulette wheel, including the following:
- Corner (or "carre") bet
- Five-number bet
- Line bet
- Street bet
- Split bet
- Straight-up bet
- Street ("street") bet
- Six-number ("six line") bet
Line bet — a bet on six (6) numbers contained in two (2) rows.
Bet on odd — a bet on odd numbers on the roulette wheel.
Outside bet — a bet placed outside the field of thirty-seven (37) numbers, including the following:
- Bet on black
- Column bet
- Dozen bet
- Bet on eighteen numbers
- Even-money bet
- Bet on odd
- Bet on red
- Bet on high / low
Pit boss — the person responsible for overseeing the operation of the game.
Red bet — a bet on red numbers.
Line or street bet ("street") — a bet on three (3) consecutive numbers.
Split bet — a bet on two (2) numbers.
Straight-up bet ("straight-up") — a bet on the following:
- A number from one (1) to thirty-six (36)
- Zero (0)
Street bet ("street") — a bet on three (3) consecutive numbers.
1.2 Physical characteristics of the roulette table:
1.2.1 Roulette is played on a non-standard solid wood table sized 2000×950 mm with a standard European roulette layout with a single zero.
1.2.2 If more than one table is in use, the roulette tables must have an identification number, code, or name assigned by the casino on the surface of the table or in the game user interface.
2. Bets
2.1 General rules
2.1.1 All bets in roulette must be placed by positioning chips in the appropriate areas on the roulette layout. Players may continue to place bets until the dealer announces "No more bets" or the system timer starts flashing red.
2.1.2 Each player is responsible for correctly placing their bet(s) on the roulette layout.
2.1.3 Each bet is calculated strictly based on its position on the layout when the ball lands in a pocket on the wheel.
2.1.4 The minimum and maximum allowed bets are displayed on the game screen.
2.1.5 A bet may be rejected by the system before the ball is launched if it was not placed on time, does not meet the minimum or maximum bet requirements, or due to a server communication failure.
2.1.6 A system malfunction will result in the cancellation of all payouts or draws.
2.2 Payouts
Winning bets are paid out by the system according to the following odds:

3. Handling of the Roulette Wheel and Ball
3.1 Spinning the Wheel and Ball
3.1.1 The roulette ball must be spun by the dealer in the opposite direction of the wheel’s rotation and must complete at least three full rotations along the wheel's track to be considered valid.
3.1.2 When the ball stops in a specific section of the wheel, the dealer must announce the number of that section.
3.1.3 After the dealer announces the result of the round, the system automatically processes the bets on the table, collecting all losing bets and paying out all winning ones.
3.2 Inspection of the Roulette Wheel and Ball
3.2.1 Before opening the roulette wheel, the pit boss must inspect it for any devices that might affect its proper functioning.
3.2.2 The quality of the wheel must be checked before it is opened for play.
3.2.3 The wheel must be spun to ensure that all moving parts rotate freely and evenly, and that all components are securely fastened and in good working condition.
3.2.4 A physical inspection is conducted to check the smoothness and roundness of the ball.
3.3 Game
3.3.1 The game is played on a table consisting of two parts: the wheel and the layout (table).
3.3.2 The wheel is divided around the perimeter into 37 randomly numbered sections; from 1 to 36 and "0". Eighteen numbers are red, 18 are black, and "0" is green.
3.3.3 The table has identical numbers in sequence, which serve for placing bets. There are also areas on the layout for betting on red and black, odd and even, and many other number combinations.
3.3.4 Players place bets on one or more numbers and/or combinations of them. The dealer then spins the wheel in one direction. As the ball slows down, it falls into one of the numbered sections, indicating the winning number. The camera then zooms in on the winning number on the wheel.
3.3.5 Payouts on bets depend on how many combinations were closed. The less likely the outcome, the higher the payout. After all bets have been placed or paid, new bets are made, and the ball is launched again.
